What would you say if George W. Bush had boasted this:

administrative actions that move the ball forward in helping to make
sure our kids are getting the best education possible, making sure that
our businesses are getting the kind of support and help they need to
grow and advance, to make sure that people are getting the skills that
they need to get those jobs that our businesses are creating.” here
Chirpity fucking chirp. Seriously, wouldn't we all be screaming about the President taking on dictatorial powers? This is ninth grade civics, people.

So David Rivkin was asked about this and he said to challenge this required "standing".
You have to be aggrieved.
The actions have to harm you.
I guess having your income confiscated and given to someone else extralegally doesn't qualify.
