Obviously I haven't experience air travel since the early 80s since I have no idea what a "cell phone waiting lot" is. Amelia was right, this shit got complicated fast.
You are no longer allowed to park next to the terminal and wait for passengers. The police will move you off after about thirty seconds of waiting. Airports have built lots a distance away for you to wait. Your passenger calls on the cell phone and you can usually be at the curb in 1 minute or so.
My confusion is that no one gets out of their car at the cell phone lot, there is no where to go. You sit and wait on a call to say "pick me up". Why are there handicap spaces?

Hopefully this makes all a little more clear.
