It's a popular misconception that the Constitution requires a formal budget. Article I Section 9 clause 7 states that "No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of Receipts and Expenditures of all public Money shall be published from time to time." But that's not a requirement for the formal preparation and submission of a budget, that's a requirement for a standard mechanism for paying the bills and reporting on same. The idea originally was that each department would be funded by a separate appropriation bill (maybe more than one over the course of a year), and the bill would contain the reasons why the money was needed and what it was to be spent on. The "omnibus" budget bill concept is a much later development. But our lawmakers were a lot more engaged back in the day, and would likely enquire as to whether the expenditure a particular department wanted to make was properly covered by offsetting income to the Treasury. Today our lawmakers can't be bothered with such things and leave much of it to the bureaucracy.

The Budget and Accounting Act of 1921 is what requires a formal federal budget to be submitted. 31 U.S.C. § 1105 states when the budget is due (between the first Monday in January and the first Monday in February).

It's kind of like judges. The only federal judiciary explicitly established by the Constitution is the Supreme Court. All other courts are established by act of Congress.

That's what makes our Constitution short and sweet as opposed to travesties like the European Union Constitution, where everything is spelled out in advance rather than left to the legislative branch to develop or for the executive branch to interpret. If we'd pay attention to the Constitution, we'd be a lot better off.

Funny memory:

Before I married my husband he used to sing that line to me often. Then we played the song at the wedding. And my maid of honor's future husband/future ex-to-be, who manned the video camera (btw, never let someone whose skills you're not familiar with make your wedding video, even if he IS doing it for free), spent the entire song filming the behind of every single female on the dance floor throughout the entire song.

Classy guy, huh?
