I had to go have blood drawn this morning. The nice lady poked my right arm and…nothing. There was barely a trickle of blood. She shifted the needle a bit right then a bit left. Still nothing. She pushed a little deeper. Nope. She pulled out the needle and there wasn’t a drop of blood on my arm.
She moved to my left arm and the four vials filled up in no time.
I think she missed the vein completely on the right arm. That’s far better than when they poke clear through the vein leaving a big old bruise.

I've had about 20 draws in the last 2 years and every one of them was done very, very well......................
Yeah, usually I have no issue with a blood draw on either arm
I had a draw yesterday that seemed as you described, except he finally moved the needle enough to get a draw.
I assumed it would be bruised, but nope.
Do you have a pulse in that arm?
I just checked. Yes there is a pulse!
I have small rolling veins. I usually end up either getting stuck multiple times or with a big ol' blowout.
