He needs no new law to enforce border security. His handlers just like making new law, rather than admit Trump was doing the right thing before Joe started stinking up the Oval Office.
I'm just wondering if its kickbacks back to U.S. lawmakers,

is the U.S. lawmakers being blackmailed into giving these funds.
